When Horrocks Engineers first opened the doors to its Idaho Falls office in 2013, the staff consisted of three team members. Since that time, there has been steady growth for the Idaho Falls team, which now includes 21 employees specializing in land development, survey, heavy highway design, and roadway engineering, among other disciplines. Following numerous expansions within the same building, the Idaho Falls office has relocated to 2194 Snake River Parkway, Suite 205.

Idaho Falls Services
Horrocks’ Idaho Falls office provides land development, survey, municipal, and transportation services for projects throughout the west. The transportation design team assists the Idaho Transportation Department (ITD) and local municipalities with design and construction services for all types of projects including roadways, water lines, sanitary sewers, and storm drainage. Recent notable projects include the I-15/US-20 Connector Planning and Environmental Linkages (PEL) Study, the Rexburg Diverging Diamond Interchange (DDI) Design, and the Stockham and US-20 “Peanut” Roundabout Design in Rigby. The land development team supports private investment projects all over the west such as the 40-acre Sandcreek Commons commercial center, the 42-acre Jackson Hole Junction commercial center, and the Snake River Landing mixed-use development in Idaho Falls, along with the Centre at Rainey Creek mixed-use project in Swan Valley. These major service lines are supported by Horrocks’ survey crew, which provides boundary, topography, and right-of-way surveys.

Clint Boyle | Senior Principal
Idaho Falls Office Manager and Land Development Division Executive Director
Clint is a senior principal, the Idaho Falls office manager, and the executive director of the Land Development Division at Horrocks. His 27-year career includes projects in both private and public sectors, ranging from small infill sites and minor ordinance amendments to large master-planned communities and award-winning comprehensive community plans. Clint has extensive experience in all stages of site development and has managed a variety of multimillion dollar educational, commercial, residential, and mixed-use projects throughout the northwest.
Kelly Hoopes, PE | Principal
Senior Transportation Engineer
Kelly is a principal engineer with more than 20 years of experience as a project manager for transportation, environmental, municipal, and land development projects. His expertise includes roadway and traffic design, storm and sanitary sewer design, hydrologic and hydraulic design, and cost estimating. Kelly has an in-depth knowledge of the design process and regulations for transportation projects and stormwater pollution prevention procedures.
Leith Sheets, PE | Principal
Land Development Engineer
Leith is a principal engineer with 15 years of experience in development, design, and construction management of residential, commercial, and transportation projects. His expertise includes grading design, public water and sanitary sewer design, cost analysis, hydrology and hydraulic analysis and modeling, and construction engineering. Leith primarily works with private developers and has served as project engineer/manager on projects of all sizes. In working with private developers, Leith is responsible for designing the new public infrastructure that is required to serve proposed developments. As part of this process, Leith works constantly with cities, counties, and the DEQ.
