Horrocks assists clients with the planning and implementation of complex transportation and capital improvement programs. When selected as Program Manager, we help clients achieve their program goals by developing preliminary design concepts and Requests for Qualifications (RFQs) and Requests for Proposals (RFPs), selecting contractor teams, and providing construction and quality management. Our experienced professionals can assist with goal definition, Best Value Selection Equation development, and sensitivity testing. We also collaborate with departments of transportation (DOTs) or other federal, state, or local agencies to develop and implement the appropriate approach based on risk or constraints.
